as for how to use ar...you can always read the help section created FULLY FOR PEOPLE WHO DON'T KNOW HOW TO USE BLOGGER.

if you wanna customize stuff like changing the language, adding some widgets, or changing the layout of your blog, you can go to dashboard(the page you see after you sign in to blogspot,click on settings to change some settings, or click on customize to change how your blog looks like.
